The Arrowhead Economic Opportunity Agency (AEOA), headquartered in Virginia, Minnesota, is a nonprofit Community Action Program established in 1965 to serve residents of northeastern Minnesota. Its mission is to strengthen communities by providing opportunities for individuals facing social and economic challenges.
