The Arrowhead Economic Opportunity Agency (AEOA), headquartered in Virginia, Minnesota, is a private, 501(c)3 nonprofit established as a Community Action Agency for the Northeast Minnesota counties of Cook, Lake and St. louis. Established in 1965 in response to the 1964 Economic Opportunity Act. Its mission is to strengthen communities by providing opportunities for individuals facing social and economic challenges. In addition to Cook, Lake, and St. Louis Counties, AEOA offers services in the following counties: Aitkin, Carlton, Cass, Chisago, Crow Wing, Isanti, Itasca, Koochiching, and Pine offering a wide range of services through departments such as Arrowhead Transit, Employment &Training, Head Start, Housing Resources, Housing Services, and Senior & Nutrition Services. With over 400 employees and more than 1,000 volunteers, AEOA is one of Minnesota's largest private nonprofit organizations.
