Arrowhead Regional Corrections (ARC) is a joint powers agency established in 1976 under the Minnesota Community Corrections Act. It serves the northeastern counties of Carlton, Cook, Koochiching, Lake, and St. Louis. Governed by an Executive Board composed of county commissioners, ARC's mission is to reduce crime by providing fair, respectful, and responsive correctional services to offenders, supporting victims, and enhancing community safety through collaboration and evidence-based practices.
ARC operates several divisions, including Court and Field Services, which offers probation and pretrial services to approximately 5,400 clients across 11 locations. The Northeast Regional Corrections Center (NERCC) is a minimum/medium security facility providing education, vocational training, and treatment programs for adult males. The Arrowhead Juvenile Center (AJC) offers detention and treatment services for youth, focusing on cognitive skills, anger management, and culturally specific programs. Additionally, ARC's Female Offender Program provides gender-responsive services, including parenting education, chemical dependency treatment, and trauma-informed care. Through these comprehensive services, ARC aims to promote rehabilitation and reduce recidivism in the communities it serves.
